Namhee Lim previously produced a significant MBC PD Note documentary investigating the NCRC’s failures over a decade-long effort to digitize and preserve records from orphanages—many of which have since closed, rendering their files inaccessible.

”My name is Namhee Lim. I’m the producer who directed the PD Notebook episode that Director Han Myung-ae mentioned earlier.

First of all, since you responded directly to the three proposed sites for the adoption records archive, I’ll quickly ask my follow-up question and move on to what I originally intended to ask.

Director Han said that none of the three candidate sites met the structural load standards, but since they were automated archive facilities, they did meet the load requirements. That’s a fact.

She also said, “Automated archives have never been done elsewhere.” But, for example, AI facilities or cutting-edge systems — there aren’t many of them in any one place, but they are being implemented in other places and are quite reliable. Countries like Canada and other advanced nations are using these systems, and there’s a reason for that. So it’s my understanding that these proposals were brought forward, and many people are seriously questioning whether that would really have been worse than using a frozen storage warehouse. I think that’s why these questions keep coming up.

As for the cold storage warehouse, although you say you're preparing thoroughly with various measures, starting from deacidification equipment — which the professor earlier emphasized is essential for preserving mold-damaged documents — those facilities don’t even exist.

Initially, six temperature and humidity control units were requested, but the budget only allowed for four. That’s insufficient, and now there are growing concerns about how to manage temperature and humidity. And as you said — it’s a frozen warehouse. If you go there, you'll see — it’s hard to even walk into it.

One has to wonder if you really considered whether international adoptees would come all the way there to view their records. It’s highly doubtful. You can’t even get there without a car. It’s fundamentally a cold storage facility, meaning there’s no heating. What about appropriate conditions for summer and winter? How will you control humidity in there? I’ve heard there’s serious concern inside NCRC — starting from the records management team.

Also, you briefly mentioned earlier that you’ll start conducting the feasibility study for the archive now, looking ahead five years. But in fact, the feasibility study for establishing the archive was already completed back in 2023 — and you paid for it. The conclusions are all there. That’s why you started pursuing Gimpo as the site. So why are you saying you’re starting the feasibility study again now? What is the reason for that?

The reason Gimpo didn’t move forward was because NCRC hesitated and didn’t take action. Gimpo City is interested in hosting the archive, but NCRC has shown no will to secure funding, so there’s been no progress. That’s why NCRC signed a five-year contract for a temporary facility instead.

And this is something I just can’t leave out — you made factually incorrect statements about the broadcast program.

The usual response adoptees hear is always the same three points:

“We’ve reflected deeply.”

“We will improve a lot.”

“We will ensure this never happens again.”

And then, “We will discipline those responsible.”

This was also requested as part of the Ministry of Health and Welfare audit. Disciplinary action was supposed to be taken. But because the statute of limitations has passed, only two people received even a warning — and those were verbal, undocumented warnings.

Many others involved were reassigned or promoted — we all know this. They’re engaging in external activities too. Do those people feel any responsibility for their past misconduct? Any discomfort or remorse? They’re thriving within the NCRC.

Please — I sincerely hope that adoptees know the truth!

You keep insisting that “no original records were damaged.” Sigh. Well — let’s talk about that.

You carried out a 10-year-long project, and the total number of pages in the records was about 1.7 million pages. Of those, 500,000 pages went missing — supposedly due to “poor management.”

Staff reused external hard drives that had been transferred from orphanages that had shut down. They didn’t upload them to the ACMS system. There’s no trace of what disappeared when — there are no logs, nothing. But because it happened over 10 years ago — in 2013 — you now say there’s nothing you can do.

So what should be done?

You need to go back to those orphanages, re-scan the 500,000 pages, and rebuild the metadata. But many of those orphanages are shut down. I personally called all 86 facilities, and many had closed. Some didn’t even have contact information anymore.

NCRC did investigate and tried to devise a follow-up plan. Do you know what the conclusion was? The entire project has to be redone from scratch. But is that even possible? The facilities have closed. There’s no way to contact them.

That was the conclusion drawn after NCRC staff visited 13 of those facilities after the PD Notebook broadcast. Director Han, did you see that report? Please review it.

And lastly — this is very important — about the ACMS system, which you said would be discontinued by June this year.

There are a tremendous number of errors in that system. Whenever those errors are brought up, NCRC says it’s because a child may have stayed in multiple facilities and therefore there’s a variety of information. So they say, “This isn’t an error — it’s just multiple data points.”

But no — the same child has seven different parent names in the system. That is an error.

The documents were scanned, and metadata was entered. The biological mother’s name is on the document, but not entered into the system. Her phone number is on the record, but not inputted.

That’s what we mean by errors. And these are critical when it comes to family reunification.

Were these errors fixed? No. They can’t be 100% fixed — because 500,000 pages are missing. It’s fundamentally unfixable.

So now you say ACMS will no longer be used and will only serve as a reference. Yet at the same time, you’re claiming all the ACMS data will be migrated into a new system — which is absurd.

I know that frontline workers are being pressured to “fix the errors! fix the errors!” lately. But it’s impossible.

Let me wrap up.

What I truly wanted to say is this: NCRC does not operate with real-name accountability.

All responses are made through a generic email account. Sometimes they open the emails, sometimes they don’t. Sometimes one person replies, sometimes another. You say “we check and respond properly,” but is there any other public agency in Korea where civil servants don’t work under real names? Where no one identifies themselves or takes follow-up responsibility?

What really devastated me recently was when I went on the Ministry of Health and Welfare’s website and found that all the names of responsible officials had been removed. Only phone numbers remained. I tried calling all day — no one answered. NCRC followed suit and removed names too, leaving only phone numbers.

So what are overseas adoptees supposed to do — especially when they can’t even read Korean? Who are they supposed to call? Who are they supposed to ask?

Why are you going backwards?

It’s 2025 now. A new administration is in place. I’ve heard both the Ministry and even the Democratic Party say, “Please trust us — we’ll do better now.”

If that’s true, then you need to change.

Why are you regressing?"

일단 아까 전에 말씀하셨던 세 곳 입양기록관 후보지에 대해서 바로 답변을 해주셔서 제가 추가 질문을 해서 제가 원래 하려던 질문을 신속하게 하려 하는데요.

한명애 본부장님이 세 곳 후보지가 모두 하중기준치를 충족하지 않았다고 말씀하셨지만 그것은 자동화 서고이기 때문에 하중기준을 충족할 수 있었습니다. 정확하게 그렇고요.

그리고 한명애 본부장님이 말씀하신 ”자동화 서고를 다른 곳에서 한 번도 해본 적이 없다“...

예를 들어 AI나 최첨단 시설들은 한 곳이 많지 않죠. 그렇지만 다른 곳에서 시행하고 있고 굉장히 믿을만한....뭐 캐나다나 다른 선진국에서도 이런 것들을 시행한다면 이는 이유가 있어서 이지요. 그래서 그런 안 들이 왔었던 것으로 알고 그게 과연 이 냉동 창고보다 나쁜 선택이었는지는 정말 많은 사람들이 의심하고 있을 겁니다. 그래서 계속 그런 질문들이 나온다고 생각하고요.

그리고 아까 냉동 창고에 대해서도 여러 가지 뭐 이런 이런 방식으로 우리는 잘 준비하고 있다 라고 하지만

탈산 장비부터 시작해서 아까 교수님이 얘기하셨던 얼마나 중요한지, 곰팡이 슬어져 있는 그 자료들을 보존하기 위해서 그런 장비들, 할 수 있는 시설들 마련되어 있지 않고요. 항온, 항습기 처음에 6대 신청했지만 지금 4대 예산밖에 안되어 부족한 상태라서 온도 습도에 대하여 모두 우려하고 있는 상황이고요 그리고 말씀하셨다시피 거기는 냉동 창고입니다. 가보시면 알겠지만 걸어서 들어가기도 힘든 곳이에요. 해외 입양인들이 과연 와서 기록을 열람할 것을 고려하고 그 장소를 정하셨는지 굉장히 의심스럽고요. 차로 밖에 못 올라 가거든요. 거기는....기본적으로 냉동 창고이기 때문에 거기는 난방이 되지 않습니다. 적절한... 여름과 겨울에..그리고 습도 조절하는데 있어서 이것을 어떻게 할 수 있을지 굉장히 NCRC 내부에서 우려를 많이 하고 있다고 듣고 있습니다. 관리하던 기록팀 부터요.

그리고 아까 잠깐 언급하셨는데 지금부터 이제 그 기록관 타당성 조사를 시작하셔서 내년...뭐 이제 5년 뒤를 내다본다 라고 하셨는데 사실 기록관 건립에 대한 타당성 연구 용역은 2023년에 이미 벌써 시행하셨습니다. 돈 주고 하셨고요. 결론도 이미 다 나와 있고요. 그렇기 때문에 김포를 추진하기 시작하셨던 겁니다. 그런데 그 타당성 조사를 이제와서 다시 시작한다는 것은 어떤 이유에서 인가요?

그리고 김포가 추진되지 않은 것은 NCRC가 망설이고 진행하지 않고 그러기 때문에...사실은 김포시 에서도 지금 기록관을 추진하고 싶지만....NCRC가 예산을 타올 의지가 없고 그런 것 때문에 진척이 되지 않아 임시 서고를 NCRC가 5년 동안 계약을 하신 거죠.

그리고 이 이야기는 제가 안할 수가 없는데요. 방송 프로그램에 대한 comment를 fact가 틀리게 이야기 하셨기 때문에.....

입양인에게 항상 하시는 이야기가...답변이...물론 당시에는 프로그램 나가고 반성하고, 많이 개선하겠고, 앞으로 우려가 없도록 하겠다 이렇게 3가지 이셨어요. 그리고 관련자들 징계하겠다. 보건복지부 감사에서 시행 요청을 한 내용이기도 하고요. 관련자 징계해야 하는 것들. 음...그런데 이제 시효가 다 지났기 때문에 관련되었던 여러 사람들 중에서 2명만 경고하고 끝났죠. 그것도 불문 경고. 기록이 남지 않는 경고. 그리고 그 중에 다수는 보직 임명 되시고 승진하시고 있는 것 다 알고 있습니다. 대외 활동 하시고...그분들이 도대체 과거 잘못된 행동에 대해 어떤 책임을 느끼시고 어떤 불편한 마음이 있으실까요? NCRC에서 승승장구 하고 계신데...

제발!! 입양인들이 이 내용을 정확히 알았으면 좋겠습니다!

입양 기록 원본에 대해서 굉장히 여러 번 반복해서 말씀하셨습니다.

”원본 훼손은 없다“. 한숨. 자~ 원본 훼손은 산출물...사업을 10년 동안 해서...

했던 기록물의 페이지 수가 170만 페이지입니다. 그중 50만 페이지가 사라졌습니다.

단지 관리 부실을 이유로 해서요.

직원들이 폐업한 고아원으로부터 이관된 입양 기록물이 담긴 외장하드를 돌려 사용하고, ACMS 시스템에 업로드 하지 않고, 그 가운데 언제 뭐가 없어졌는지 모를 정도로 기록도 남지 않고 없어졌습니다. 하지만 10년 전 일이기 때문에...2013년...12년 전 일이기 때문에...지금 할 수 있는 일이 없다는 것이죠. 그러면! 어떻게 해야 합니까?

50만 페이지 그걸 다시 시설(고아원)가서 스캔 해와야죠. metadata 만들어야죠.

그 시설(고아원)들은요. 폐원한 곳 많고요. 제가 86개 곳 다 전화해 봤지만 문 닫은 곳 많고요. 연락처 조차 없어졌습니다. 그래서 NCRC가 이에 대한 후속 대책을 마련하려고 조사하셨어요. 결론이 뭔지 아십니까? 사업 전면 재시행. 그렇지만 재시행이 가능할까요? 폐업했는데? 연락이 안되는데요? 그게 NCRC 내에서 pd 수첩 방송 이후에 현장 13군데를 갔다와 보고 내린 결론입니다. 혹시 한명애 본부장님 보셨습니까? 서류. 마지막에 질문 해주시고요.

제가...그리고 마지막에 중요하게 이 ACMS라는 시스템! 결국 올해 6월까지 쓰고 폐기한다고 하셨는데 그 시스템 안에는 엄청나게 많은 오류가 있습니다.

오류 이야기가 나올 때마다 NCRC는 한 아동이 여러 아동복지시설을 거쳤기 때문에 이 기관, 저 기관 정보가 다양하게 있다. 그러니까 이것은 오류가 아니라 정보가 많은 거다 라고 이야기 하시는데 그 한 아이의 7가지 다른 정보가 각각 부모의 이름이 다르다는 겁니다. 그것이 오류라는 것입니다. 서류를 스캔해서 metadata를 넣었는데, 친모의 이름이 서류에 있는데 친모의 이름을 시스템에 안 넣은 것입니다. 친모의 전화번호가 있는데 그게 안 들어가 있는 것입니다.

이러한 것들을 오류라고 부르는 것입니다. 이는 치명적입니다. 가족찾기를 하는데 있어서요. 그러면 그러한 오류를 고쳤냐? 100% 고치지 못합니다! 왜냐? 50만 페이지가 실종되었기 때문에! 원천적으로 고칠 수가 없는 문제입니다. 그렇기 때문에 이제 ACMS는 안보고 참고자료로 삼겠다 하시죠. 그리고 또 한편으로는 ACMS에 있는 데이터를 다 새로운 시스템에 다 옮겨 놓겠다 라는 이런 겁 없는 소리도 하십니다. 그래서 실무자들이 계속 ”오류 시정해라! 오류 시정해라!“ 닦이고 있는 것을 알아요. 요즘에. 그런데 그것은 불가능 하거든요.

제가 마지막으로 마칠께요.

진짜 제가 하고 싶었던 이야기가 뭐냐...아까 김오묘 교수도 이야기 했지만, NCRC는 실명제로 일하지 않습니다. 모든 대응을 대표 이메일로 합니다. 그리고 그 대표 이메일은...열어보기도 하고, 안 열어보기도 하고... 이 사람이 대답하기도 하고, 저 사람이 대답하기도 하고...우리가 알아서 잘 열어보고 대답한다고 하지만, 지금 공공기관에, 공무원들 중에 실명제 안하는 곳 있습니까? 담당자가 이름 안 밝히고, follow-up하면서 책임 안지는 곳이 과연 어디에 있습니까? 최근에 제가 더 절망했던 것은 보건복지부 사이트 들어가봤더니 담당자 이름들 다 지우셨더라고요. 전화번호만 남아있습니다. 그 전화번호로 하루종일 전화해도 아무도 받지 않습니다. NCRC 따라서 담당자 이름 다 지우셨더라고요. 전화번호만 남겨놓고 그러면! 한글로 쓰여있는 것도 답답해 죽겠는데 해외입양인들이 도대체 누구한테, 어디에 전화를 해서 무슨 일을 하는지 누구한테 물어봅니까?

왜 거꾸로 가십니까?

지금은 2025년이고 새 정부가 출범했고 이제는 잘 할 꺼라고 보건복지부에서와 심지어 민주당에서도 이제는 믿어 달라고 하신 것 알고 있거든요. 그러면 달라지셔야죠. 어떻게 거꾸로 가시려고 하십니까?!”
