IMPORTANT PAPERSLIP NOTE:

This article is about a presumably TEMPORARY storage facility for ALL Korean Adoption Agency files which will be transferred to the Korean Government Agency NCRC (National Center for the Rights of the Child) beginning on July 19th, 2025.

The Korea Child Rights Agency (아동권리보장원) / (NCRC / National Center for the Rights of the Child) announced on April 30th, 2025 that it has secured a facility in Goyang, Gyeonggi Province, for the preservation of adoption records. With the implementation of the Special Adoption Law in July, the agency will begin receiving original adoption records held by adoption agencies and child protection institutions in accordance with the new law.

The facility was selected based on its compliance with the National Archives’ standards for record storage and special record facilities. It meets the required structural load-bearing criteria for storing adoption records and can house over 300,000 documents. The facility spans approximately 1,400 pyeong (roughly 46,300 square feet) and is equipped for scanning, reorganizing, and compiling records.

In addition to preserving and managing adoption records, the agency plans to offer information disclosure services at this facility.

Jeong Ik-joong, Director of the Korea Child Rights Agency, stated, “With the establishment of this facility, we will work diligently to ensure the secure management of adoption records and provide transparent information services. Looking ahead, we aim to build a permanent archive—not just a temporary storage site—to systematically preserve and share the history and value of adoption.”

Korea National Center for the Rights of the Child (NCRC) Establishes Adoption Records Preservation Facility

– Building infrastructure for safe preservation and management of adoption records –

The Korea National Center for the Rights of the Child (NCRC), led by President Jeong Ik-joong, announced the establishment of a dedicated adoption records preservation facility on the 4th floor of Goyang Samsong Fresh Logistics, located at Sammak 2-gil, Deokyang-gu, Goyang-si, Gyeonggi-do. This facility will support the systematic transfer and safe preservation of original adoption records currently held by adoption agencies and care facilities, in accordance with Article 15 of the Supplementary Provisions of the Special Adoption Act, which goes into effect on July 19, 2025.

Through this new preservation facility, the NCRC plans to manage and store adoption records and provide various services, including information disclosure.

Under Article 15 of the Special Adoption Act, heads of adoption agencies and child protection facilities are required to transfer adoption records to the NCRC.

To support this mandate, the NCRC carefully selected a facility that meets the National Archives’ facility and environmental standards for archives and special records facilities.

Key requirements reflected in the new facility include:

Load-bearing capacity: The building meets the structural load requirements necessary for the safe storage of adoption records.
Large-scale preservation space: The facility has a total area of approximately 1,400 pyeong (~4,630 m²), including 620 pyeong (~2,050 m²) of dedicated archive storage, allowing for the storage of over 300,000 volumes of adoption records. It also includes ample space for scanning, reorganization, and filing.
Dedicated office environment: Separate office space within the facility has been secured to enhance administrative efficiency in managing records and responding to information disclosure requests.

The NCRC plans to begin with this facility contract and continue comprehensive investigations and systematic transfers of adoption records. Additionally, it will work to build a prompt and accurate system for adoption information disclosure.

President Jeong Ik-joong of the NCRC stated,

“Through the establishment of this adoption records preservation facility, we will diligently ensure the safe management of records and the provision of information disclosure services. Furthermore, beyond this temporary archive, we aim to establish a permanent preservation facility that systematically preserves and shares the history and value of adoption through the creation of a ‘NCRC Archive.’”

The Korea National Center for the Rights of the Child is a public institution under the Ministry of Health and Welfare, established under the Child Welfare Act. It is the only public institution in the world focused on realizing children's rights throughout all stages of life—from pregnancy and childbirth to independence—based on the best interests of the child.
