Guide to International Adoption Application Submission
July 2025
Starting October 1, 2025, with the implementation of the Hague Convention on Protection of Children and Co-operation in Respect of Intercountry Adoption in the Republic of Korea, the Korea National Child Protection Agency (NCRC) will begin accepting new international adoption applications.
This measure is being implemented to ensure that new international adoption applications submitted from July 19 onwards will be subject to the Hague Convention, in accordance with the Act on Intercountry Adoption, which comes into effect on July 19. This aims to establish an adoption system that aligns with international standards.
The Ministry of Health and Welfare and the Korea National Child Protection Agency will do their utmost to ensure that all future international adoption procedures are operated consistently in line with international norms.
Additional information regarding the application submission process will be posted on the Korea National Child Protection Agency’s official website. For more detailed information, please contact the Ministry of Health and Welfare or the Korea National Child Protection Agency.”
