Paperslip Concludes A 15 Month Campaign To Warn KSS (Korea Social Service) Adoptees About The Transfer of ALL Korean Adoption Agency Files To NCRC.

We dedicated over 15 months — from March 11th, 2024 - June 15th, 2025 — to trying to spread the word to KSS (Korea Social Service) Adoptees to request both a birth family search and their formerly secret “Korean Adoptive Child Study Summary” from KSS prior to the July 19th, 2025 transfer of ALL Korean Adoption Agency files to NCRC — which begins July 19th, 2025.

How Two US KSS Adoptees Figured Out How To Obtain KSS’ Korean Adoptive Child Study Summary In 2021
Since our founding in 2020, Paperslip has been tirelessly supporting KSS Adoptees in navigating the process of requesting both a birth family search and the formerly secret “KOREAN Adoptive Child Study Summary” from KSS (2021–2025). While we do not have an exact count, we estimate that several hundred KSS Adoptees have successfully obtained this formerly secret document through our volunteer efforts over the past four years.

We have been the ONLY organization (whether run by Korean Adoptees or otherwise) to consistently warn Korean Adoptees in general about the file transfer to NCRC for over ONE YEAR (from March 11th, 2025 — June 15th, 2025). No other Korean Adoptee organization, Korean Adoption Agency, or Korean Government Agency (namely, NCRC) took responsibility for consistently warning Korean Adoptees that they should request a birth family search and their Korean facing documents prior to the file transfer to NCRC.

We think this image is actually eerily predictive, since at the time we generated this image, we did not yet know that ALL Korean Adoption Agency files would be transferred to a temporary storage facility which is effectively a COLD STORAGE facility in Gyeonggi-do — one hour north of Seoul. Paperslip was the first and only Korean Adoptee led organization to report on the address of the temporary storage location, back on May 2nd, 2025 (see link above).

We also pretty much hit the nail on the head by intentionally including just ONE social worker in our graphic, since NCRC’s birth family search division has long been understaffed — as it turns out, NCRC will have just THREE social workers handling the transfer of thousands of Korean Adoption Agency files at NCRC’s temporary storage facility in Gyeonggi-do.
That’s right, we even tried to convey to Adoptees the importance of the July 19th, 2025 transfer of ALL Korean Adoption Agency files to NCRC by using the “Waves” scene from “Interstellar” as an analogy.

Note that at the time that we made this graphic in September 2024, we did not know for sure what KSS’ deadline would be for submitting requests for a birth family search and the formerly secret “Korean Adoptive Child Study Summary” (a document unique to KSS). So we feel reasonably proud of ourselves for accurately guessing what the timeline for submission would be. We had to estimate KSS’ response time to a KSS Adoptee’s request when guessing at the timeline of submission of requests. We could not know that KSS’ deadline would be June 15th, 2025 — and KSS NEVER let Adoptees know in advance that this would be their deadline. As we predicted we would have to do early on, we just had to figure out KSS’ deadline by word of mouth.
An admittedly ugly graphic, but hopefully it did the job in getting the word out.
