Overview Of The Birth Family Search Process Through NCRC / KAS / NEST.

We’re still trying to wrap our heads around what the process of birth family search looks like after July 19th, 2025 — the date that ALL Korean Adoption Agency files move to the Korean Government Agency NCRC (National Center for the Rights of the Child).
ALL future birth family search requests will have to be submitted by Adoptees through the KAS (Korean Adoption Services) website. KAS is the predecessor of NCRC and does not still exist, but NCRC still uses its website.
Below is a general overview of the process.

The NGO (Non-Governmental Organization) NEST will handle STEPS 5-6.

*A note about Step 3:
NCRC likely still uses the “Public Information Sharing System” (PISS) - heh - to search for birth parent information in this very private database which apparently only government workers have access to. Apparently NCRC has been using the PISS system since 2015.
