Adoptee Responses to S. Korean President Lee Jae-Myung In The Wake Of His Apology.

“Mr. President,

On behalf of myself and the trans-national adoptee community living in the United States of America, we welcome your long-awaited apology for our communal exportation. While some had great hardship, others have had a wonderful life. In either circumstance, many of us wish to connect to the nation of our birth through reunion with birth parents as well as culture and language. Sadly, this a difficult task while existing, living our lives, overseas.

In the United States, the only comparable historical apology would be of President Reagan apologizing to those Japanese Americans who were unlawfully interned during World War II. This apology also came with some monetary compensation. It was not only a moment of accepting governmental responsibility, but also attempting to make amends. For adoptees, it isn’t about the financial, but the cultural and with that in mind, I ask for some consideration.

First, it is my belief that adoptees need free access to our adoption records and the ability to easily reconnect with our birth family. In the confines of Korean privacy law, this would mean being able to recognize if parentage exists in documentation. This process has been woefully slow due to understaffing and funding. Sadly, the experience of the adoptee community over the years has not inspired confidence in this process. That trust will be slow to be earned, but I believe it is possible through increased priority and transparency.

Second, it would be to the benefit of adoptees and Korea alike for there to be a mechanism to learn what it means to be Korean. I would suggest language and cultural learning which could inspire reconnection with our heritage. Korea is experiencing an amazing cultural moment and there is opportunity for the transnational community to be ready made ambassadors in their respective communities and countries. Given advances in technology, we can readily connect around the world in ways that simply didn’t exist, even a decade ago.

Finally, would be the possibility of reunion with the country of our birth from a legal perspective. Through no fault of our own, this was taken from us and I believe it could be in the best interest of Korea to consider the restoration of citizenship. As dual citizens, this may mean repatriation which would be a boon for the Korean work force, business and population in general. Even without returning to our nation of birth, many would be willing to pay the taxes required by law. And while most of us are too old for mandatory military service, it could provide a venue for the children of adoptees to serve if they are registered appropriately.

Sir, you have taken an important first step, but I respectfully ask for you to continue leading in the process of reconciliation.

미국에서 이와 비견될 수 있는 역사적 사과는 로널드 레이건 대통령이 제2차 세계대전 당시 부당하게 강제 수용된 일본계 미국인들에게 사과한 사례입니다. 그 사과는 금전적 보상과 함께 이루어졌으며, 단순한 책임 인정이 아닌 화해를 위한 진정성 있는 노력의 일환이었습니다. 입양인의 경우, 금전적인 보상보다 문화적 회복이 더욱 중요한 바, 이에 대한 진지한 검토를 요청드립니다.

첫째, 입양인들이 입양 기록에 자유롭게 접근하고, 친가족과 쉽게 다시 연결될 수 있어야 한다고 믿습니다. 현행 개인정보 보호법의 범위 내에서, 친생부모의 존재 여부를 문서상에서 확인할 수 있도록 해야 합니다. 그러나 인력과 예산 부족으로 인해 해당 절차는 지나치게 지연되고 있습니다. 오랜 시간 동안 입양인 공동체는 이러한 시스템에 대한 신뢰를 쌓지 못했습니다. 그 신뢰를 회복하는 데는 시간이 걸리겠지만, 우선순위 상향과 투명성을 통해 가능하리라 믿습니다.

둘째, 입양인들과 한국 모두에게 도움이 될 수 있는 방향은 '한국인으로서의 정체성'을 배울 수 있는 장치를 마련하는 것입니다. 저는 언어 및 문화 교육 프로그램을 제안드립니다. 이러한 교육은 우리의 뿌리를 다시 연결하는 데에 큰 동기를 제공할 수 있습니다. 현재 대한민국은 전 세계적으로 뛰어난 문화적 위상을 누리고 있으며, 해외 입양인들은 자신이 속한 지역사회에서 자연스러운 문화 대사 역할을 할 수 있습니다. 기술 발전 덕분에 이제는 전 세계 어디서든 쉽게 연결될 수 있는 시대가 되었습니다.

셋째로는 법적 측면에서 고국과 다시 연결될 수 있는 기회를 요청드립니다. 우리 스스로의 선택이 아니었음에도, 대한민국 국적은 우리에게서 박탈되었습니다. 이에 국적 회복을 고려해 주신다면, 이는 한국 사회에도 긍정적인 영향을 미칠 수 있다고 생각합니다. 이중국적자로서 재입국이나 재정착은 한국의 노동력, 경제, 인구 문제 해결에도 도움이 될 수 있습니다. 비록 대부분의 입양인들이 병역 의무 대상이 되는 나이는 지났지만, 입양인의 자녀가 정식으로 등록된다면 병역 의무를 이행할 수 있는 기반 또한 마련될 수 있을 것입니다.

대통령님께서 화해의 여정을 시작하신 것은 매우 중요한 첫걸음이라 생각합니다. 이에 저는 존경과 감사의 마음으로, 대통령님께서 이 과정을 계속해서 이끌어주시기를 간곡히 부탁드립니다.
