Paperslip’s Co-Founder Speaks Out:
Paperslip.org emerged from my personal investigation to uncover the truth behind my own switch case—and the separate switch case of my (accidentally discovered) deceased twin sister.
The Danish Korean Rights Group (DKRG) sought to take credit for my work and the work done through Paperslip, and pushed me out of the TRCK movement on December 7th, 2022 - the SAME day the TRCK Investigation into Overseas Adoption began.
This is despite - or because of - my years of volunteer work within the global KSS Adoptee community, which to date, has helped lead to the birth family reunions of about 40 KSS Adoptees.
I have taken countless punches from my Korean Adoption Agency KSS (Korea Social Service) in my investigation into my own and my twin’s switch cases. Yet the worst punches that I sustained - and the ones that almost killed me - were by “fellow” Korean Adoptees of DRKG.
Here we set the record straight as to the credit which both myself and Paperslip are owed for our years long investigation into KSS.

The TRCK’s Interim Report, released on March 26th, 2025 and titled “Truth Investigation into Human Rights Violations in the Intercountry Adoption Process Due to the Government’s Systemic Failure in Oversight and Management” is just 21 pages long, yet much of the report owes to Paperslip.org’s groundbreaking research into KSS history, past practice, Switching, KSS’ K-Number System, and a formerly secret document which I myself found in the back of my KSS file in 2018 and coined in 2021 as the “Korean Adoptive Child Study Summary”. That the “Korean Adoptive Child Study Summary” appears FREQUENTLY as essential evidence of human rights violations in the TRCK report is NO ACCIDENT. It has been my work since 2018 which has enabled HUNDREDS of KSS Adoptees - including HUNDREDS Danish KSS Adoptees - to obtain the formerly secret KSS specific document which I coined as the “Korean Adoptive Child Study Summary” since 2021.
Paperslip.org was founded in 2020, around 1.5 years BEFORE DKRG was founded in April or May 2022. This website is called “Paperslip” for the express reason that KSS frequently used the term “found with a paper-slip” or “memo” “in her / his clothings” (sic) as a way to Orphanize (hide the true origins of) the children which it sent for overseas adoption to the US, Netherlands, Denmark, and Switzerland between 1964-2012 (the adoption timelines per country vary).
Prior to that the founding of Paperslip, there was NO KSS Adoptee led website about KSS history and practice. The only website that existed or exists in relationship to KSS is KSS’ own website. The knowledge that most KSS Adoptees now have about KSS history and practice is thanks almost entirely to my work in the KSS community since 2018 in eliciting and collating information about KSS from the KSS community itself, amongst numerous other sources. To this day (as of this writing on April 7th, 2025), Paperslip is the ONLY website by and for KSS Adoptees in the world. Yet despite (or because of) Paperslip’s groundbreaking research into many aspects of KSS’ history and past practice, we continue to be egregiously denied credit for our work which set the stage for the 2020-2025 TRCK investigation into Overseas Adoption.
It is NO ACCIDENT that the TRCK Interim Report of March 26th, 2025, resembles a less graphically well organized version of Paperslip. This is because so much of the evidence presented to the TRCK by DKRG (Danish Korean Rights Group) was obtained thanks to my years long efforts. I was egregiously blocked by DKRG out of the TRCK movement on December 7th, 2022 - the exact date on which the TRCK investigation into Overseas Adoption commenced. This was an outright attempt by DKRG to take FALSE credit for the years of work which has been done through Paperslip in the KSS Community, and to prevent me from having any voice in the TRCK movement. Anyone who believes that it is okay for DKRG to trample on the rights of “fellow” Korean Adoptees in service of a “higher good” is morally bankrupt themselves. DKRG was well aware that Paperslip was built on years of research based on my own outrageous switch case and that of my deceased twin sister, whom I only learned about by accident in 2019/2020. DKRG ruthlessly blocked me out of the TRCK movement on December 7th, 2022 after having NO argument, and then attempted to claim false credit for my original research into KSS K-Numbers on January 1st, 2023. Ironically my case became one of the first 34 to be accepted by the TRCK AFTER DKRG blocked me from its online groups. DKRG actively prevented me from meeting with the TRCK in Korea in February 2023 despite the fact that I had already paid for my trip to Korea. I had intended to share with the TRCK all that I knew about KSS. It was after this latest hard punch by DKRG that I withdrew my (and by extension, my twin’s) case from the TRCK in March 2023. Thankfully I never submitted the evidence from my twin’s case to the TRCK, as I knew that DKRG could not be trusted. However, the fact that I was forced to withdraw my case is a huge loss for the Korean Adoptee community, as I uniquely have a preponderance of paperwork evidence in both my and my twin’s switch cases. “Thanks” to DKRG, my wealth of evidence was not able to be used in support of the TRCK investigation.
As if this were not enough, this egregious series of unmerited punches by DKRG was followed by the wholly mean spirited and baseless spread of lies about not only me, but about many others who dared to question the behavior of DKRG’s leadership. DKRG’s prolific blocking of Adoptees with TRCK cases who dared to question their behavior may have cost some Adoptees their TRCK cases, as DKRG made sure it was the only mouthpiece for information from the TRCK investigators. This was the unfortunate unintended consequence of the TRCK outsourcing its communications to the international Adoptee community to DKRG. Between 2022-2025-?, DKRG has used their position as the sole mouthpiece of the TRCK as a ruthless CONTROL mechanism on Adoptees with active TRCK cases.
Adoptees with TRCK cases who had been blocked from TRCK related online groups by DKRG for years scrambled to submit evidence as the TRCK was approaching the release of its Interim Report on March 26th, 2025. It was at this point that other Adoptees with either active or previously active TRCK cases who had also been blocked by DKRG from TRCK related online groups began to speak out. Something Rotten In Denmark: A Word of Caution About The Danish Korean Rights Group / DKRG + KoRoot
DKRG has blocked MANY Adoptees with active TRCK cases from its online groups between 2022-2025-? As such, they have only supported the Korean Government’s purposes in preventing the voices of aggrieved Korean Adoptees from being heard by the TRCK. As it turned out, the TRCK ruled on just 56 of 367 submitted cases by the time of its Interim Report, leaving 311 cases of Korean Adoptees without any ruling. So 311 Adoptees effectively waited for 3 years (under the perpectual knife of DKRG control) for nothing.
Many Adoptees have complained to me privately about DKRG’s ruthless behavior, but have never spoken out, due to fear of their also being kicked out of DKRG online groups. It is no accident that I am speaking out more loudly NOW, given that the TRCK investigation is nearly over - it ends in May 2025 - and there is little likelihood that what I say will any longer “hurt” the TRCK investigation. I have waited for two painful years to speak loudly about my experiences, but I believe that anyone who believes that the truth should be repressed about abhorrent behavior by “Adoptee Activists” are themselves no better than the Korean Adoption Agencies which seek to hide our truths.
I submitted summaries of switch cases to the TRCK on December 18th, 2020, thus preceding DKRG’s founding in May 2022 by nearly 1.5 years. More about this history can be found here:

It is primarily due to my early work that Systemic Switching was acknowledged as a human rights abuse by the TRCK in its Interim Report of March 26th, 2025.
In contrast, physical and sexual abuse of Adoptees was notably absent from the TRCK’s Interim Report. With the final report expected in May 2025, it remains to be seen whether these cases will ultimately be acknowledged. My belief is that this omission reflects the absence of a strong, dedicated advocate for this specific category of human rights abuse.
My strong advocacy for recognizing "Switching" as a human rights violation—and the fact that I was the first to submit case study summaries of Korean Adoptees who were switched, delivered to the head of the TRCK on December 18th, 2020—was a key reason why Switching was acknowledged as a human rights abuse against Adoptees in the TRCK’s Interim Report.

I was the first person to realize in 2021 that KSS called it’s formerly secret document 入養兒童調書 the “Korean Adoptive Child Study Summary”, and the only person to routinely publicize to KSS Adoptees through Paperslip (or through any avenue) how to obtain this document from KSS.
Despite the fact that mentioning this document might have helped more KSS Adoptees to obtain it, DKRG has NEVER mentioned this document publicly in its MYRIAD press opportunities, since they could not take credit for its discovery. However, plenty of these “Korean Adoptive Child Study Summary” documents show up as evidence in the TRCK Interim Report of March 26th, 2025, and this owes directly to my work. This does not mean that I elicited every example of the KSS “Korean Adoptive Child Study Summary” for the TRCK investigation directly - but it does mean that I significantly enabled Danish KSS Adoptees to obtain this key document from KSS, which is why this document dominates the paperwork evidence presented in the TRCK Interim Report.

Below: My own formerly secret “Korean Adoptive Child Study Summary”, which I found in the back of my file at KSS in 2018. It was a struggle to obtain the right to photograph my adoption file from KSS, and for years, I did not know what to call this document, as the Hanja Name of Form: 入養兒童調書 does not translate exactly to “Korean Adoptive Child Study Summary”. Bear in mind that in 2018, ChatGPT did not yet exist for translation.
It wasn’t until 2021 that myself and one other person (who wishes to remain anonymous) accidentally figured out that KSS called this document the “Korean Adoptive Child Study Summary” and would provide it - but only IF an Adoptee knew its EXACT name and knew how to specify this request on a specific form marking a specific Option. But KSS never explained this to us - WE JUST HAPPENED TO FIGURE IT OUT.
Ever since 2021, I have been relentlessly advising KSS Adoptees about how to request and obtain this formerly secret KSS document. Since the only two Korean Adoption Agencies which adopted to Denmark were Holt and KSS, MANY Danish KSS Adoptees have been able to obtain their “Korean Adoptive Child Study Summary” documents since 2021. This is why it is NO ACCIDENT that this KSS document dominates the evidence in the TRCK Interim Report of March 26th, 2025. This owes entirely to the work that I have done through Paperslip for YEARS. Without this essential work, much of the evidence presented to the TRCK by Danish and other KSS Adoptees would simply NOT have been possible.
Please note that the KSS “Korean Adoptive Child Study Summary” is - at least in the 1970s and 1980s - a 3 page document. The style of this document changed over time. The fact that it was American—NOT Danish—Adoptees who discovered KSS’s reference to the document I coined in 2021 as the “Korean Adoptive Child Study Summary” is hiding in plain sight. In the US, the English version of this document is called the “Adoptive Child Study Summary”. But oftentimes in Europe, specifically in Denmark, the English equivalent document is NOT called the “Adoptive Child Study Summary” - it’s called “Information for ADOPTION in Denmark of a foreign child” (see example below). So it is NOT LIKELY that a DANISH KSS Adoptee would have ever have figured out that KSS called the Korean version of this document the “Korean Adoptive Child Study Summary”, as this is terminology related primarily to the equivalent document of US KSS Adoptees.
(*There are some exceptions, as SOME European KSS Adoptees do have ENGLISH “Adoptive Child Study Summary” documents).
And in fact, it was NOT any Danish Adoptee who figured this out, it was me - and I am American.
Above - The Danish equivalent of what is called in the US the “English Adoptive Child Study Summary” is often in DENMARK called “Information for ADOPTION in Denmark of a foreign child”. It’s highly unlikely that a Danish KSS Adoptee would have coined the term “Korean Adoptive Child Study Summary” since their own documents were not titled in the same way as in the US. The terminology is IMPORTANT as KSS will only provide an Adoptee with the document IF they know the EXACT name of the document - “Korean Adoptive Child Study Summary”.
Above - My own ENGLISH “Adoptive Child Study Summary”. Prior to 2021, it was not widely known by KSS Adoptees that there was a difference between the ENGLISH and KOREAN Adoptive Child Study Summary documents.
I coined the term “ENGLISH Adoptive Child Study Summary” once I realized that KSS called the formerly secret document the “KOREAN Adoptive Child Study Summary”. Prior to 2021, few knew of this distinction (and no one was actively sharing this information online even if they knew).
In 2021, I coined the name “Korean Adoptive Child Study Summary” based on my knowledge that the English version (at least in the US) was called the “English Adoptive Child Study Summary”. I could only have coined this terminology because I am American, and this terminology was used for my US facing KSS adoption document.

Below the Korean Adoptive Child Study Example (top) is what I distinguished as the KSS “English Adoptive Child Study Summary” (bottom) back in 2021 when I first realized that KSS had created both a KOREAN and an ENGLISH Adoptive Child Study Summary for each KSS Adoptee, yet had kept the Korean version secret from the vast majority of KSS Adoptees and their adoptive parents from 1964-2021. I first discovered this document in the back of my own KSS adoption file in 2018, but only realized thanks to the help of an anonymous US KSS Adoptee that KSS referred to this document as the “Korean Adoptive Child Study Summary” in 2021. Despite HOLT being a FAR LARGER Korean Adoption Agency than KSS, it appears that the MAJORITY of the paperwork evidence presented in the TRCK Interim Report is from KSS - the absolute SMALLEST of the 4 major Korean Adoption Agencies, which stopped processing Adoptions in 2012!
The other major Korean Adoption Agencies are FAR LARGER, yet there is FAR LESS paperwork evidence in the TRCK Interim Report from HOLT, the absolute LARGEST Korean Adoption Agency. This is entirely because of the work that I have done in the KSS Adoptee community unofficially since 2018, and officially since 2020 through Paperslip.

DKRG Partnered With Many Korean Adoptee Orgs, But Few Of Them Appear To Have Had Major Evidentiary Contributions To The TRCK Interim Report. NONE of Them Had Anything To Do With My Discovery Of KSS’ “Korean Adoptive Child Study Summary”.
Despite DKRG’s partnerships with many *KRG groups worldwide, NONE of them had ANYTHING to do with my discovery of the formerly secret KSS “Korean Adoptive Child Study Summary” which appears so frequently as critical evidence in the TRCK Interim Report:
KoRoot - This NGO had nothing to do with my discovery of the KSS “Korean Adoptive Child Study Summary”, and is now sadly run by DKRG “leaders”, which block my posts to KoRoot’s original forum. DKRG / KoRoot has since created a new KoRoot forum - after 17 years of the original forum’s existence - doubtless in order to better CONTROL who is allowed to join this forum.
AUSKRG - Australia did not partner with KSS - also this group was awkwardly formed after DKRG blocked me on December 7th, 2022 - since DKRG did not know anyone else in the US as a potential US *KRG representative, they awkwardly lumped the US together with Australia. I do NOT see much evidence in the TRCK Interim Report of March 26th, 2025 from the Korean Adoption Agency which sent Adoptees to Australia, which was Eastern Social Welfare Society / ESWS - formerly Eastern Child Welfare Society / ECWS.
USKRG - USKRG did not form until long AFTER the TRCK investigation submission deadline had passed - see my previous note about the awkward formation of AUSKRG after DKRG used, then blocked me. Ironically this USKRG group has also excluded me, as this US group is run by the same DANISH DKRG “leaders” who blocked me from the TRCK movement.
DKRG - As previously discussed, DKRG has attempted to take credit for much of Paperslip’s work - they also had NOTHING to do with my discovery of the “Korean Adoptive Child Study Summary” nor anything to do with my KSS K-Number research - for which they tried to take credit.
NKRG - Norway did not partner with KSS.
NLKRG - While KSS did adopt to the Netherlands, no one from this organization had anything to do with the discovery of the Korean Adoptive Child Study Summary, though the non-Adoptee son of two KSS Adoptees from this organization attempted to take credit for our KSS K-Number research and this group has been hostile to my efforts overall.
SKAN - Sweden did not partner with KSS.
FKRG - France did not partner with KSS.
CAFE - Belgium did not partner with KSS, and CAFE’s leader insisted, against ALL evidence, that I did not do my own KSS K-Number research, which was based on my highly personal search for my dead twin sister through KSS’ K-Number system. This research was witnessed by literally HUNDREDS of KSS Adoptees on a forum of international KSS Adoptees. This dispute was finally laid to rest when the Associated Press published an article about my case in 2024 which acknowledged my research into KSS K-Numbers as part of my investigation into my twin’s switch case.
For perpetuity, the AP article about my case states:
”Kimmel threw herself into examining the complex numerical system KSS used to log adoption cases, based on hundreds of case numbers she collected from other KSS adoptees. In 2021, she revisited the agency with a long wish list of files.
The meeting, which the AP attended, resulted in a tense back-and-forth for hours with the same long-time social worker.”
Again, noting: DKRG was not even formed until April or May 2022, which is long AFTER I had already solved KSS’ K-Number codes in 2020.

The “LATERAL VIOLENCE” of DKRG Almost Killed Me.
I have taken countless punches from KSS in my investigation into my own and my twin’s switch cases. Yet the worst punches that I sustained - and the ones that almost killed me - were by “fellow” Korean Adoptees of DRKG.
I have visited KSS around 5 times, and each time, have been denied essential information about my own switch case, and the switch case of my twin sister. Yet I could somehow (barely) tolerate these multiple punches by KSS.
The punches from DKRG however, a group “led” by “fellow” Korean Adoptees - hoovering up my research into switching and other topics related to KSS, attempting to steal my KSS K-Number research, blocking me from TRCK online groups since the very day the TRCK investigation into Overseas Adoption began, preventing me from meeting with the TRCK after I had already paid for a trip to Korea, spreading outrageous and baseless lies about me after refusing to return my attempts at communication, and blocking those with active TRCK cases from their forums who stood up for me - these punches almost killed me, coming as they did from people who are supposed to be on the SAME side. I know they never have and never will care. I am not seeking their apology, which I have long known will never come. These are not the kinds of people who care for anything except CONTROL.
But I am still here to tell the TRUTH and I will NEVER cease to do so.

Conclusion:
I am NOT claiming that Paperslip could have done the work that was done by the international Korean Adoptee community through the TRCK alone.
I AM demanding that Paperslip’s essential and groundbreaking work regarding KSS be acknowledged and recognized - if not by DKRG, the “leaders” of which will likely NEVER tell the truth - but by the broader Korean Adoptee community, which we hope has greater discernment.
We all deserve the TRUTH.
The memory of my twin sister was killed once by KSS, which to this day has neither confirmed her death nor provided a death record. Her memory was defiled a second time by DKRG, which actively prevented me from getting justice for myself and my twin sister through the TRCK.
This will NEVER be forgotten nor forgiven.

We have highlighted in YELLOW contributions for which Paperslip broadly deserves credit. Of just 15 pages of evidence, 5 pages contain KSS evidence for which we deserve significant credit for enabling KSS Adoptees to obtain since 2021.
While a minority of KSS Adoptees have been able to randomly obtain the formerly secret “Korean Adoptive Child Study Summary” prior to Paperslip’s founding (particularly if they visited KSS prior to 2012, after which the 2012 Special Adoption Law made it significantly harder for Korean Adoptees in general to obtain information from their Korean Adoption Agencies), the vast majority of KSS Adoptees were NOT aware of this possibility until we discovered and publicized this path in 2021.
Prior to 2021, the vast majority of KSS Adoptees were NOT aware that KSS had created BOTH an ENGLISH Adoptive Child Study Summary AND a formerly secret KOREAN Adoptive Child Study Summary in EVERY KSS Adoptee’s case.
NOTE how the vast majority of evidence in presented by the TRCK Interim Report is from KSS and NOT from HOLT! This owes a great debt to Paperslip’s YEARS of work within the KSS Adoptee community to help KSS Adoptees obtain information from KSS!
There are other concepts related to Orphanization and false paperwork generally which were talked about on Paperslip long before DKRG even formed, and which are addressed in the TRCK Interim Report. However we have not even bothered to highlight this information in the pages below, as we consider the information regarding the “Korean Adoptive Child Study Summary” to be a far more important example of the work specifically done by Paperslip which has never been credited by DKRG or by any of its related “sister” organizations.
