NCRC - National Center For The Rights Of The Child

Location 1: NCRC’s Main Office In Seoul.

Please note that NCRC’s main office in Seoul is NOT where the files which were physically transferred from ALL Korean Adoption Agencies to NCRC starting July 19th, 2025 are physically housed. NCRC’s main office in Seoul is just where most of NCRC’s workers are. It is possible for Adoptees to schedule an appointment with an NCRC worker at NCRC’s main office in Seoul. However, this is not the location where file reviews will be conducted, as the physical files will be housed at NCRC’s temporary storage facility in Gyeonggi-do, one hour north of NCRC’s main office in Seoul.

Please see below this section for information about NCRC’s temporary storage facility in Gyeonggi-do, one hour north of NCRC’s main office in Seoul, where ALL Korean Adoption Agency files will be physically transferred starting July 19th, 2025.

*Please Note — NCRC will be CLOSED from June 16th — September 15th, 2025, and will not accept any requests or visits during this time. Please do NOT contact NCRC frivolously, as they do NOT have many birth family search workers! Please ORGANIZE your information and questions BEFORE you contact NCRC — and write simply and clearly, since you are communicating with native Korean speakers. Being disorganized just wastes the time of NCRC and ALL Adoptees.

Also — please note that you
ARE NOT ALLOWED to submit a Petition for Adoption Information Disclosure (birth family search) request to NCRC via email. You MUST submit your request via the KAS website. To learn how, please see:

Visiting NCRC’s Main Office In Seoul.

Please note that NO paper adoption records / files are stored at NCRC’s main office in Seoul. Please see the section below regarding NCRC’s temporary storage facility for ALL Korean Adoption Agency files which NCRC began to take over starting July 19th, 2025.

Please note that while NCRC workers can write emails in English, most of them do not speak English well (verbally). If you visit NCRC, you will likely need to take a translator — or be prepared to use a translation app such as ChatGPT or Google Translate. Please note that NCRC offices do not offer Wi-Fi.

To visit NCRC, you must set up an appointment by phone or email in advance. Please note that if you call NCRC, you will need a translator, as the automated phone options are in KOREAN ONLY.

Absurdly however, the Adoptee is often required to make the appointment themselves, necessitating coordination between the Adoptee and a translator when making an appointment by phone. It is likely easiest to make an appointment once you are in Korea and can most easily coordinate with a translator. However, if you are able to otherwise coordinate with a translator further in advance of your trip, we advise doing this.

Please note that NCRC offices do not offer Wi-Fi.
