A Note For KSS (Korea Social Service) Adoptees Preparing To Submit Requests To NCRC via the KAS Website.

Please note that this page is intended for KSS (Korea Social Service) Adoptees ONLY. KSS was the smallest of the 4 major Korean Adoption Agencies, and the documents which we mention (the English and Korean Adoptive Child Study Summary documents) are UNIQUE to KSS.
However, if you are NOT a KSS Adoptee, please feel free to broadly adapt these guidelines for your own purposes, while understanding that you will not have KSS specific documents.

Guys, from having spent several years reviewing the two simple forms that KSS (Korea Social Service) required Adoptees to submit to them in order to request a birth family search, I can say that the vast majority of KSS Adoptees made a lot of mistakes on these forms. Some of these were MAJOR mistakes - such as accidentally not checking the box for requesting a birth family search (even when the Adoptee did intend to request one).
So frankly, I am rather worried about the future birth family search requests of KSS Adoptees through NCRC via the KAS website.
The birth family search process through NCRC via the KAS website is a LOT more complex than KSS' process was.
In order to give yourselves the best chances of success:
PLEASE TAKE YOUR TIME and carefully prepare your documents BEFORE you make any kind of request to NCRC.
Firstly, we don’t think it’s a great idea to submit a request to NCRC via the KAS right away after September 16th, 2025 when it becomes possible to do so. This is because NCRC is still in the middle of transferring thousands of files from the Korean Adoption Agencies, and have maybe 3-4 workers to handle this monumental task! NCRC will definitely NOT be ready to handle a bunch of requests from Adoptees starting on September 16th! So if it is possible for you to wait, we strongly recommend that you wait until at least early 2026 to make your request to NCRC via the KAS website.

Prepare by finding and scanning your most relevant adoption documents:
If you have the KSS specific documents English Adoptive Child Study Summary and Korean Adoptive Child Study Summary in your possession (see examples below), you should definitely scan each page of these documents and upload these and any other relevant adoption documents in PDF format to NCRC when you submit your Petition for Adoption Information Disclosure through the KAS website.
Please be sure to follow NCRC’s guidelines for uploading documents to the KAS website.
I strongly recommend that you place all documents in a SINGLE PDF for upload to the KAS website. Please be sure that all documents are rotated in the CORRECT orientation so that you can easily read them. NCRC is not going to have time to rotate your documents!
Please bear in mind that NCRC workers are Korean speakers whose first language is not English. Please make the process of helping you as easy as possible!

This is a document provided to all adoptive parents before a child’s adoption. This is an important document to find if you can.
Examples of the Korean Adoptive Child Study Summary
*Please note that KSS did not begin to regularly provide this document for KSS Adoptees until 2021. So unless you specifically requested this document from KSS, or randomly obtained it or already had this document, you are unlikely to have this document. It’s ok if you don’t have this document, but if you DO have this document, be sure to scan it as part of your PDF documents to upload to the KAS website!
Other documents we recommend you find and scan to submit to NCRC via the KAS website, if possible:
-ANY documents, including emails, which contain any birth parent or birth family information.
This is obviously the most important information to provide to NCRC via the KAS website IF you have it.
- Your original Korean Travel Certificate or Passport.
Specifically scan the page with your baby / child photo and your birthdate and “Passport” number — which is likely to be a series of numbers preceded by the letters MB, R, or TC, depending on when your document was issued.
- Your Orphan Hojuk / Hojukdungbon.
-Any documents which have your name, case number / K-Number, birthdate.
*Please Note: If you are unable to find these or any adoption documents, just be sure to include all information that you know about yourself at the time of your adoption — such as your Korean name (spelled phonetically in English, such as “Jin Hee KIM”, birthdate, birth city, original orphanage / birth clinic / hospital, etc.
Help NCRC identify you! They will be dealing with a MASSIVE transfer of 260,000 files. It is not as though they are going to have a master list of Adoptees.
You should include in your PDF of adoption documents your most relevant documents FIRST. If possible, be sure to upload documents which identify your Korean name, your MAIDEN English name (before marriage if applicable), birthdate, K-number or case number, adoptive parents’ names, etc.
NCRC is NOT a customer service experience! This is going to be more like "The Hunger Games". Please help yourself by organizing yourself in advance of any submissions to NCRC via the KAS website.
NCRC only has a few workers to handle ALL requests. The more organized YOU are, the better off for everyone!
