Thank you for your recent apology to Overseas Adoptees. While symbolic, it does hold resonance for those of us who will never have either truth or reconciliation in our adoption cases.

As someone who was switched with a girl who likely died at my Korean adoption agency, Korea Social Service (KSS), and as someone who had a twin sister who also died at KSS—only to be replaced by another living female infant for adoption—I can say that my investigation into both cases has cost me years of time, thousands of dollars, and an ocean of heartbreak.

KSS never informed me I had a twin sister who died. I had to discover this by accident in 2019–2020, in my forties. I still do not know what truly happened to her, and I likely never will. That is “thanks” to the ruthless Korean adoption system, which exported children in exchange for profit and national security. Whether any of us ended up with good lives was incidental—it entirely depended upon luck.

Even when we share our stories with journalists to gain the help we need beyond the Korean government and NCRC, we are shamelessly exploited.

Your apology is empty if not followed by concrete actions.

The recent transfer of all Korean Adoption Agency files to the National Center for the Rights of the Child (NCRC)—a public institution that, under many prior names, has mistreated Adoptees for decades—is a farce. That only three or four NCRC staff are managing the transfer of 260,000 files is outrageous. The Ministry of Health and Welfare (MOHW) has long deliberately underfunded NCRC, and Adoptees know that the Korean government’s unspoken goal is to simply run out the clock—to wait until our birth parents are dead, especially for those of us born in the 1970s or earlier.

For decades, the Korean government has acted in direct opposition to both Korean birth parents and Adoptees who want to reunite. This is not only egregious—it is shameful.

Beyond your words of apology, what concrete steps will you take to correct this historic wrong?

It is not enough that just 56 Adoptees received judgments through the Truth and Reconciliation Commission (TRC) over five years. There are more than 200,000 of us. Yet even now, Korean police regularly turn away birth parents and Adoptees who request the KNPA (Korean National Police Agency) DNA test—one of the few effective tools for reunion. Birth parents are told they cannot take the test because they “abandoned” their children. Adoptees are told they cannot take the test because their files allegedly contain information on their birth families—even though many of us were falsely “orphanized.”

Often, Adoptees don’t learn until adulthood that their files contain names of birth parents—after having grown up believing they were “abandoned”, found with a "paper-slip," or left at a police station. Many of these stories were fabricated. The only meaningful way to reconnect birth families is to make DNA testing widely and freely available in Korea.

Korean police must stop shaming birth parents and denying Adoptees access to DNA testing. We are running out of time, and you know this.

Adoptees have been forced to beg for help, to spend thousands of dollars on fruitless, humiliating searches, to make repeated trips to Korea only to face social workers who have routinely and systematically withheld information. We have been treated as less than human.

In a metaphorical sense, we have been made to drink water off the floor of a cold detention center without food or blankets—while wearing metaphorical chains. The Korean government has treated generations of us with indifference, neglect, and cruelty. And we will not forget.

Adoptees already face disproportionately high suicide rates—something Korea itself struggles with as a society. We do not need the additional trauma of never being able to search for and find our families.

We urge you to take the following concrete steps:

Properly fund the NCRC, so enough birth family search workers can handle the overwhelming caseload. A handful of workers for 260,000 files and tens of thousands of Adoptees is unacceptable.
Invest in a permanent, fireproof, floodproof, and earthquake-resistant archive for all adoption records. These records are irreplaceable.
Force NCRC to update its outdated website, which egregiously still operates on a 2012 or 2016 platform. Adoptees are forced to beg over years of time for improvements that never come, while our birth parents die.
Ensure that no Korean police officer turns away a birth parent or Adoptee from taking the KNPA DNA test—for any reason.
Launch national advertising campaigns for DNA testing. Time is critical.
Create fast-track systems for terminally ill Adoptees seeking their birth families. NCRC is literally killing us by delaying.
Supervise and audit NCRC, which wastes funds on repeated land surveys and unnecessary luxury trips to Jeju—while ultimately knowing that the Korean government will once again fail to provide an adequate budget.
Make the TRC process permanent and ongoing. At the current rate of 56 judgments every 5 years, justice will never come for the vast majority of us.

Adoptees are well aware that Western governments were also complicit in the injustices of international adoption from the 1950s onward. But you now have a chance to be better than they were, and are.
