Please note that the Korean Government Organization NCRC (The National Center for the Rights of the Child) continues to use the old KAS (Korea Adoption Services) website. KAS is the (now defunct) predecessor to NCRC. Adoptees must use the KAS website to submit their Petition for Adoption Information Disclosure and other requests — including requests to visit NCRC’s temporary storage facility in Goyang, Gyeonggi-do where ALL former Korean Adoption Agency files are now stored, to NCRC.
For questions about the transfer of ALL Korean Adoption Agency files to NCRC, which began July 19th, 2025 and which will likely be ongoing through the end of 2025, please see:
FAQ
Please note that the KAS website is based on a severely outdated 2016 platform, and that many Adoptees have experienced issues with the website for YEARS. NCRC has never fixed these issues, despite being informed MANY times by Adoptees over the years about the KAS website’s lack of functionality. Supposedly NCRC will update the website around early 2026. We will believe it when we see it.

We strongly recommend you read these related Paperslip Links BEFORE you submit any requests to NCRC via the KAS website.

Please NOTE: You cannot submit your Petition for Adoption Information Disclosure request/s to NCRC via email. You MUST submit them through the KAS website. You can follow up with questions to NCRC at their email linked above. However: Please note that NCRC has VERY FEW workers to handle ALL requests by Korean Adoptees around the WORLD. Please do NOT overload NCRC with frivolous questions. Please be sure to organize your paperwork and questions BEFORE you email NCRC. Thank you!
