On the morning of May 28 (Wed), the National Center for the Rights of the Child (President: Jeong Ik-joong) held the 5th inspection meeting for the Public Adoption System Implementation Plan in cooperation with the Ministry of Health and Welfare.
This meeting was convened to assess the current preparation status and to solidify the implementation plan for the upcoming enforcement of the Special Act on Domestic Adoption and the Act on Intercountry Adoption, scheduled to take effect on July 19.
The NCRC is the core executing agency responsible for newly mandated public functions under the law, including the operation of the Adoption Policy Committee Secretariat, handling adoption applications and procedures, and managing adoption records and information disclosure. Accordingly, a phased expansion and deployment of specialized staff is planned through the second half of the year. Some personnel have already been assigned to carry out practical work in preparation for system implementation.
In addition, to support local governments tasked with determining adoptable children and ensuring their care, working guidelines for adoption procedures have been finalized, and starting in June, practical training for local government officials will be conducted nationwide. The training will focus on procedural changes resulting from the reform, such as referral processes, document preparation, and use of the new work management system.
Furthermore, ongoing adoption records held by existing adoption agencies will begin to be transferred to the new system in phases starting in July. This aims to establish a foundation for integrated management of adoption information and ensure continuity during the system transition.
To help the public easily understand the major aspects of the adoption system reform, a promotional campaign will also be carried out. The NCRC plans to complete the production of card news, videos, and other content by June, and will actively promote public awareness and understanding through YouTube, digital billboards, and various media outlets in line with the July rollout.
President Jeong Ik-joong of the NCRC stated,
“The upcoming adoption system reform, set to begin in July, is a comprehensive policy overhaul designed to serve the best interests of the child. We are preparing thoroughly to ensure this plan leads to real change on the ground.”
He added, “We will continue to monitor and support the implementation of the Hague Convention on Intercountry Adoption and strive to establish a trustworthy, public-centered adoption system.”
