Major Paperslip Updates Reflecting Birth Family Search Changes + Timeline Of Policy Changes.
Please note that on June 28th, 2025 we have significantly updated most of Paperslip.org’s pages to reflect the changes in the landscape of birth family search for KSS and ALL Korean Adoptees. We have also created a TIMELINE of Changes in birth family search policy for KSS Adoptees.

Timeline of Significant Changes In Birth Family Search Policy:
March 11th, 2024: The first date that we at Paperslip began to warn KSS Adoptees about the upcoming transfer of ALL Korean Adoption Agency files to the Korean Government Agency NCRC, beginning July 19th, 2025.
June 15th, 2025: The last date that KSS (Korea Social Service) Adoptees could submit new birth family search or document requests to KSS — prior to the transfer of all Korean Adoption Agency files (including KSS files) to NCRC.
*June 15th - July 19th, 2025: During this time KSS Adoptees can technically still request their Adoption Certificate/s from KSS via email. Please note that the later you request your Adoption Certificate/s, the less likely you are to receive it / them. Please be sure to read and understand about KSS specific Adoption Certificate/s here:
June 2025 — Paperslip's Visit To NCRC To Ask Questions About The Upcoming File Transfer
July 19th, 2025: The date that ALL Korean Adoption Agency files (including those of KSS) begin to be transferred to the Korean Government Agency NCRC (National Center for the Rights of the Child).
June 16th — September 15th, 2025: NCRC’s Temporary Suspension of New Adoption Information Disclosure (Birth Family Search) Requests. NCRC will not accept emails or in person visits during this time.
*Please note that NCRC has said that they are not sure how they will be handling requests for Adoption Certificate/s AFTER July 19th, 2025. Please see more information about Adoption Certificate/s here:
June 2025 — Paperslip's Visit To NCRC To Ask Questions About The Upcoming File Transfer
September 16th, 2025: Adoptees may begin to submit new Adoption Information Disclosure (birth family search) requests through NCRC via the KAS website. NCRC will re-open to emails and in-person visits.
Please note that we strongly recommend that Adoptees who already have birth parent information in the adoption documents already in their possession submit PDF scans of these documents to NCRC via the KAS website at the time of their requests!
