The 2nd Commission will conclude its activities on November 26 (2025).
The National Assembly has begun full-scale discussions to realize one of the Lee Jae-myung administration’s key policy goals: the launch of the 3rd Truth and Reconciliation Commission for Past Affairs within this year.
On the 26th, the National Assembly’s Legislation Subcommittee No. 1 of the Public Administration and Security Committee convened a meeting to deliberate a partial amendment bill to the Framework Act on Clearing Up Past Affairs for Truth and Reconciliation.
The 2nd Truth and Reconciliation Commission, launched in December 2020, reached the end of its investigation period this past May and, having completed the drafting of its comprehensive report, is set to conclude all of its activities on November 26. In response, the Presidential Commission on Policy Planning designated the launch of the 3rd Commission as a priority task, and Democratic Party lawmaker Yoon Kun-young, the secretary of the committee, also pledged that it would be launched within this year.
The amendment bill lays the legal foundation for the 3rd Truth and Reconciliation Commission, with core elements including: securing effective investigative authority for the commission, guaranteeing victims’ rights, and strengthening democratic and transparent operations. Specifically, it stipulates:
the principle of survivor-centered investigations,
an ex officio full-scale investigation into human rights violations at group confinement facilities,
preliminary investigations into human rights violations occurring at facilities such as group confinement centers, social welfare institutions, and overseas adoption agencies.
On the previous day, 24 solidarity organizations, including the Association of Survivors of Brothers Home and Families of the Disappeared, the Younghwa Orphanage Survivors’ Association, and the Association of Unregistered Brothers Home Victims, held a press conference in front of the National Assembly, urging the swift passage of the amendment bill.”
