If you have recently experienced issues with the KAS / NCRC website — welcome to the joys of birth family search.

The KAS / NCRC website has been a source of ongoing issues for Korean Adoptees for years. The site was recently updated around March 16th, 2026. Please see the link further down the page for the new KAS / NCRC website link.

If you’re experiencing problems with the KAS / NCRC website, such as with creating a log in or accessing your information, these are unfortunately common issues. We’re unfortunately unable to resolve them on our end — please contact NCRC directly for assistance.

We have recently heard that Adoptees are experiencing issues with needing to have verification through their phones, which is not working. We suggest that you be sure to include your country code (which is +1 for the US) when you enter your phone number on the KAS / NCRC website. However, it may be that this still will not resolve the problem — in which case, you will need to contact NCRC.

You’re not alone — we couldn’t create a login on the NCRC site either until we went to NCRC’s office in Seoul and had staff set it up for us in person. Issues with the KAS/NCRC websites are legendary, and unfortunately they’re part of a broader pattern of barriers that the Korean government has never addressed, and likely will never meaningfully address in the context of Adoptees searching for their birth families.

Contact NCRC when you experience issues. We have linked a page with their phone number, and we have linked their email address below. However, you will need a Korean translator if you call them if you do not speak Korean. NCRC can correspond with you in English via email, but very few NCRC workers speak English well. In other words, you can email them in English, but you will need a Korean translator for phone calls.

Please Note — Please DO NOT frivolously email NCRC! NCRC has VERY FEW birth family search workers to handle requests from ALL Korean Adoptees around the world! If you are experiencing issues with creating a log in, please first try different browsers, devices, etc. BEFORE contacting NCRC. They are NOT going to answer you beyond a few short email exchanges. They are unfortunately NOT a customer service center.

Please Note — Regarding Your Individual Questions:

Our current volunteer efforts extend to keeping Paperslip up to date with current information related to Korean Adoptees, birth family search, and the TRC 3 Independent application process. This task alone consumes countless hours of our volunteer time.

Please understand that we are currently unable to answer your individual questions about birth family search outside of the context of our paid, private Zoom consultations. However, we are happy to assist you in the context of these consultations. You can read what other Adoptees have said about our consultations at the link above. If you have interest in these, please contact us at paperslipadoptee@gmail.com.

Please do not email us to ask what is offered in our consultations. We have addressed those questions on our consultation page. If you have serious interest, simply email us, and we will send you a payment link.

We understand that not everyone can afford a private consultation, which is why we provide extensive information for free on Paperslip. We encourage you to make full use of these resources.

*If you are deaf or hard of hearing, we can conduct a paid, private consultation via email instead of a Zoom.

Please Note: We do NOT discuss TRC applications in the context of our private Zoom consultations. All information which we share about the INDEPENDENT application process for TRC 3 is shared publicly for free here:
