There is no ONE SIZE FITS ALL for birth family search, even now that all former Korean Adoption Agency files are at NCRC.
Many Adoptees are aware by now that ALL former Korean Adoption Agency files were transferred to the Korean Public Institution NCRC (National Center for the Rights of the Child) on July 19th, 2025.
Specifically relevant to our core audience is that all former Korean Adoption Agency files — including those of KSS (Korea Social Service) — were transferred to NCRC’s Temporary Storage Facility in Goyang, Gyeonggi-do, and NOT to NCRC’s Main Office in Seoul.
However, just because NCRC now possesses all former Korean Adoption Agency files does NOT mean that there is a “One Size Fits All” approach for birth family search.
Every Adoptee’s case is different. Adoptees have varying amounts of information, and different ways of obtaining information depending on their Korean Adoption Agency and the Western country to which they were adopted. An Adoptee’s options for search will differ greatly according to the information they already have or are able to obtain.
Many Adoptees are told online to "just file a request with NCRC." But that advice overlooks the nuances of submitting an effective Petition for Adoption Information Disclosure through the KAS website. It also fails to explain the other major avenues of birth family search that may be just as important.
The NCRC process itself is nuanced, and depends upon whether an Adoptee does or does not intend to visit NCRC’s TWO locations in Korea in person.
An Adoptee who is ONLY given the advice to "just file a request with NCRC” is going to remain unaware of all of the nuances of search.

IF you intend to visit NCRC’s two locations in person, to both VIEW and get a COPY of your former Korean Adoption Agency file, we strongly recommend that you NOT book your flight and hotel UNTIL you are able to book and confirm appointments at NCRC. It’s going to be a LOT more complicated than you think it’s going to be.
Otherwise, you could potentially waste thousands of dollars, and leave Korea empty handed and disappointed.
