We recently learned that NCRC — which as of yesterday is now called “National Child Rights Agency” — has a backlog of around 2,000 Korean Adoptees’ cases going back to Fall 2025.
This means that there are around 2,000 Korean Adoptees around the world still waiting for their Petition for Adoption Information Disclosure requests to be fulfilled by NCRC.
We have long been sharing information and updates about NCRC to the Paperslip Blog, so we highly recommend you look through our posts if you are planning to submit any requests to NCRC and / or planning an upcoming trip to Korea.
We were the only organization to spend 15 solid months continuously warning KSS Adoptees (and by extension, ALL Korean Adoptees) about the then pending file transfer of all former Korean Adoption Agency files to NCRC. This was not particularly fun, and we don’t love being right about the currently unfolding disaster that is NCRC’s total control of our adoption files, but as it turns out, we were right to warn everyone.
We continue to stay up to date about NCRC happenings — however, birth family search at the moment is a bit of a moving target, and there are always going to be changes and surprises in this game. If you are new to birth family search and are planning an upcoming trip to Korea, we strongly recommend that you consult with us privately, so that you don’t end up wasting thousands of dollars and years of time by being unaware of the current landscape of birth family search.

Foresight is…March 2024. This is when we first began to warn Korean Adoptees about the upcoming file transfer to NCRC.

A throwback to one of our many posts to a KSS forum — this one from August 2024 — warning KSS Adoptees about the coming extreme bottlenecking at NCRC following the transfer of ALL former Korean Adoption Agency files to NCRC’s Temporary Storage Facility on July 19th, 2025.
This prediction has unfortunately come 100% true.

Unfortunately we no longer offer free private consultations regarding birth family search. However, you may notice that this ENTIRE SITE is free. Please be sure to actually read through our posts. If it’s too overwhelming and you need a private consultation, that is why we make paid private consultations available. However, we cannot spend one to two hours with each Korean Adoptee who needs advice for free. Please respect that this is why we offer paid private consultations. These are well worth the price.
