Unfortunately, we have been right all along — as it turns out, TWO TRC 2 SYSTEMS were affected by the National Information Resources Service (NIRS) fire on September 26th, 2026, but were later recovered.
This “Notice from the National Information Resources Service (NIRS): Status of Information System Recovery and Complete System List” appears to offer definitive PROOF that TWO TRC 2 SYSTEMS were affected by the fire at the National Information Resources Service (NIRS) on September 26th, 2026, as we have previously written about here.
It appears that these TWO TRC 2 SYSTEMS were RECOVERED. However, there is no list of specific DATA which was affected by the fire, but recovered.
The affected and recovered TRC 2 SYSTEMS are listed below. Please note that these SYSTEMS appear to be significant components of TRC 2. This backs up what we have been sharing since March 8th, 2026 — that this issue highlights a vulnerability within TRC 2 and TRC 3 regarding their NOT having a “Records Management System”.
This fully backs up what we first wrote about on March 8th, 2026, and what we have been posting about for over one week:
Statement by the Korean Association of Archivists: (We) “Strongly Urge the Establishment of a ‘Records Management Division’ in the 3rd Truth and Reconciliation Commission (TRC 3).”
The Hankyoreh Editorial: “Why the 3rd Truth and Reconciliation Commission (TRC 3) Needs a Records Management Department.”
The Hankyoreh Article: “Records Experts: ‘A Records Management Division Must Be Established in the 3rd Truth and Reconciliation Commission’”.

Apparently items 301 and 564 were TRC 2 SYSTEMS which were affected by the NIRS fire and recovered:
301. 진실화해를위한과거사정리위원회 진실화해위원회홈페이지
(The Truth and Reconciliation Commission Homepage)
and
564. 진실화해를위한과거사정리위원회 조사정보시스템
(The Truth and Reconciliation Commission Investigation Information System)
+
Again, particularly with regards to item 564, we do NOT know what specific DATA was affected by the fire but later recovered. We only know that this SYSTEM was affected and recovered. The “The Truth and Reconciliation Commission Investigation Information System” seems like a rather important SYSTEM to have NEARLY LOST, doesn’t it?
+
Also, this 100% validates what we suspected about the TRC statement on its ENGLISH webpage on March 16th, 2026:
The TRC Notice states:
”Regarding the recent fire at the National Information Resources Service (NIRS), the Truth and Reconciliation Commission of Korea informs users that no individual records of overseas adoption applicants were lost or damaged in connection with this incident.”
We previously pointed out that the TRC Notice said only that “…no individual records of overseas adoption applicants were lost or damaged” in the NIRS fire.”
However, what the TRC Notice OMITS is that 2 major SYSTEMS were damaged by the fire, but later recovered.
Unfortunately, we have been right all along — about everything which we have shared about this topic since March 8th, 2026.

Below is an older Aju News article which we had previously not seen which mentions the restoration of TRC 2 data after the NIRS fire of September 26th, 2025:

Amid ongoing recovery efforts for government IT networks disrupted by a fire at the Daejeon headquarters of the National Information Resources Service (NIRS), a notice about temporary suspension of certain civil services, such as issuing IC resident registration cards and mobile ID cards, was posted at a local community center in Dongdaemun District, Seoul, on the 30th of last month.
