Forms required when acting as a representative for others submitting an INDEPENDENT TRC 3 case.

If you plan to act as a REPRESENTATIVE for others submitting their cases to TRC 3 INDEPENDENTLY of larger representative groups, there are several ENGLISH and KOREAN forms that both you, as the Representative, and the individuals you are representing must all complete, sign (digital signatures are fine), and date.

If you are NOT acting as a Representative for others submitting their cases to TRC 3, or if you are not being represented by others, then you do NOT need to fill out these forms.

Please note that I have not acted as a Representative for others myself, nor do I plan to do so. Therefore, I have not gone through the process of acting as a Representative for other Korean Adoptees who are filing an INDEPENDENT case with TRC 3.

However, when I recently submitted my own case INDEPENDENTLY to TRC 3 at their office in Seoul, I did ask TRC 3 front desk staff about the process of acting as a Representative, on behalf of other Korean Adoptees who wanted to know the process. However, the only answer I received was that BOTH the Representative and ALL represented individuals must sign the relevant forms.

Because I had not carefully looked at the Representative forms in advance, I did not realize that there are other questions I now have about the process.

For further clarification, you will need to either talk directly to TRC 3 front desk staff in Korea (through a live translator or using a translation app such as ChatGPT, since TRC 3 front desk staff only speak limited English) or contact your local Korean Consulate / Embassy for clarification on this process.

However, I think if you follow the instructions below, you should be fairly safe.

Please be sure to complete both the ENGLISH AND KOREAN forms.

Both the Representative AND ALL represented individuals must complete both the the ENGLISH AND KOREAN forms.

You should download BLANK forms from the Atlanta Consulate website.

The Atlanta Consulate forms can be used by ANY Korean Adoptee around the world. The Atlanta Consulate is the best source of TRC 3 English and Korean application forms (BOTH of which you will need), as they have the forms in both Word and PDF format.

Please Note: Throughout your TRC 3 application, we strongly recommend that you TYPE rather than handwrite your responses.

You should however either hand sign or insert a digital signature for your forms.

This is because your forms will be read by native Korean speakers. If your email address is handwritten and unclear, there will be no way for TRC 3 to contact you!

You can use the BLANK Word forms from the Atlanta Consulate. If your final submission is through email, just be sure to create ONE final PDF of ALL of your application materials to email to TRC 3.

If your final submission is to the TRC 3 office in Seoul or through your local Korean Consulate / Embassy, then you should PRINT your final application materials.

Please note that the note at the bottom of this ENGLISH page refers to an Annexed List of Applicants. However, the ENGLISH application packet for TRC 3 contains no such annexed list to complete. I think that this form was mistakenly not included in the ENGLISH TRC 3 application packet.

I THINK it should be fine to just complete the KOREAN “Applicant List (Consent Form for Representative Selection)” form (see the bottom graphic on this page).

However, to make certain, you should double check with either TRC 3 front desk staff or with your local Korean Consulate / Embassy.

Please Note:

There is a column on the Korean pages for Resident Registration Number (RRN). This refers to the 13 digit ID number which all non-Adoptee native Koreans have. Most Korean Adoptees from around the early-mid 1980s have 13 digit ID numbers, but are not aware of them. For such Adoptees, you can use the following trick to figure out your 13 digit Korean ID number:

Please note that this trick will NOT work for those whose original Korean travel documents were issued prior to the early-mid 1980s.

If you do not know / cannot ascertain your 13 digit ID number, I would not worry about this. I assume you can write, “I don’t know” or leave the RRN field blank. If you are unsure you can ask TRC 3 front desk staff or your local Korean Consulate / Embassy. I have a feeling this will not be a big deal to leave blank.

We presume but do not know for sure that for the “Serial Number” column, you can just number the Applicants that are being represented by the Representative as 1, 2, 3, 4, etc…However, we do not know this for sure.
