Below is a list of links related to how you can submit your NEW case INDEPENDENTLY to TRC 3.

Please note that these links are geared toward Korean Adoptees (and not towards non-Adoptee groups).

If your case was one of the 311 suspended in TRC 2, you do NOT need to reapply for TRC 3.

The submission period for NEW cases for TRC 3 is:

February 26th, 2026 — February 25th, 2028.

You can submit your case INDEPENDENTLY to TRC 3 either directly to the TRC office in Seoul, through a Korean Consulate / Embassy in your Western home country, or through email (TBA).

Please Note:

If you filed your case with a so-called “Korean Rights” group, which has since blocked and ghosted you, thus preventing you from obtaining information about the TRC process, you can contact TRC directly for information. However, we strongly recommend that you READ our resources first!

TRC 3 has not yet set up an email address, but you can hire a translator and call their office during office hours:
