Adoptees (and others) accepted by TRC 3 who receive a truth-finding decision must file a request for information disclosure form from TRC to access case documents and investigation notes.

The key to unlocking your TRC 3 files is filing an information disclosure request within 1-2 months of your receiving a truth-finding decision by TRC 3.

Adoptees (and others) whose cases are accepted by TRC 3 who eventually receive a truth-finding decision at the end of the TRC 3 investigation (2026-2030 or 2031) must file a request for information disclosure form within 1-2 months to access case documents and investigation notes from TRC 3.

The same would apply for any of the 311 Adoptees whose cases were automatically carried over from TRC 2 to TRC 3.

I recently learned about this from a lawyer in Korea while in town to submit my INDEPENDENT TRC 3 case in person on March 27th, 2026.

There is just one request for information disclosure form that is relatively easy to complete, which would need to be completed within 1-2 months of TRC 3 rendering a truth finding in your TRC 3 case. Supposedly you should receive the documents which TRC 3 collected about your case from various institutions as well as their investigation notes within a few weeks of your submitting your request for information disclosure form.

Please note that you MUST submit this request for information disclosure form to TRC 3 within a very short time frame — around 1-2 months of your receiving a truth finding decision in your TRC 3 case.

All of this presumes that TRC 3 accepts your case in the first place, and renders a truth finding decision in your case — neither of which is a guarantee.

So the request for information disclosure form would only need to be submitted once the TRC 3 renders a decision in your TRC 3 case towards the end of its multi-year investigation.

The TRC 3 submission period is from February 26th, 2026 — February 25th, 2028. The investigation may run concurrently, but had not yet begun as of this writing. The investigation would likely conclude sometime around 2030 or 2031.
