TRC 3 finally has an email address through which you can submit your TRC 3 application INDEPENDENTLY.

The submission period is from February 26th, 2026 — February 25th, 2028.

BEFORE you email TRC in Korea, please be sure to read and understand the following extensive GUIDE for submitting your case INDEPENDENTLY to TRC:

Please DO NOT frivolously email TRC! TRC is dealing not only with cases of Korean Adoptees, but also with cases of thousands of other native Koreans who are part of historical victims’ groups. Please take the TRC 3 process very seriously.

The TRC email address is meant for the serious submission of TRC 3 applications only! Please do NOT use the TRC email address to ask general questions like, “How do I find my birth family?” or “What DNA test should I take?” Please do NOT bog down this email address with general questions which are unrelated to submitting your TRC 3 case.

Please save highly repetitious general birth family search questions for Korean Adoptee Facebook groups, and do NOT send them to TRC!

There are multiple ways to submit your case INDEPENDENTLY to TRC 3. You can submit your case in the following ways:

-Through Email

-At a Korean Consulate / Embassy in your home country

- At TRC Headquarters in Seoul

Please review Paperslip’s extensive instructions for how to complete and submit your INDEPENDENT TRC 3 application. You should budget a significant amount of time to complete the application process.

This is not a simple process, and your case may be rejected if you fail to complete the TRC 3 English and Korean forms correctly!

We have done our best to provide detailed instructions so that Adoptees who wish to submit their cases to TRC 3 INDEPENDENTLY may successfully do so. Several Korean Adoptees who have followed our instructions have submitted their cases to TRC 3 headquarters directly in Seoul.

Please note that TRC 3’s online instructions on the TRC website are NOT DETAILED ENOUGH to get you through the application process. We strongly recommend that you follow our extensive guide for submitting your case to TRC 3!
