"Fingers Crossed" Photo Submission & Consent Form for Paperslip.org’s Photo Project: "NCRC File Movement – July 19th, 2025".
Please see our PHOTO GUIDELINES in the Google Form below. In order to participate in this project, you must submit BOTH the completed Google Form AND a CLEAR, good quality photo with the gestures in the photo above:
One arm raised high above your head with your FINGERS CROSSED (please do NOT use the “peace sign”) with the other hand over your chest.
Your expression should be serious to reflect the the gravity of the occasion we are commemorating: the movement of ALL of our adoption files to the Korean Government.
We want to display a beautiful gallery of these photos from Korean Adoptees across the world on a dedicated page on Paperslip.org to commemorate the file movement of ALL Korean Adoption files to NCRC which begins on July 19th, 2025.
Of course, no lewd gestures will be included in the project—any such submissions will cause your account to be removed from the US Korean Adoptees forum.

As many Korean Adoptees are now aware, ALL Korean Adoption Agency files will be transferred to the Korean government agency NCRC (National Center for the Rights of the Child) starting on July 19th, 2025. This historic relocation of our precious adoption records is understandably causing significant anxiety among Korean Adoptees worldwide. At present, NCRC lacks the necessary budget, staffing, and facilities to properly and permanently house these precious files.
This milestone represents a deeply emotional moment for Korean Adoptees around the world. The project serves as an expression of solidarity, symbolizing our collective hope that these adoption records—our vital links to identity, family, and history—will be properly preserved and responsibly cared for by the NCRC.
To participate, please carefully read the Google Form below. Please make your Google Form and photo submission to paperslipadoptee@gmail.com by the deadline of July 1st, 2025. When emailing us your photo, please use the subject heading “Fingers Crossed”. In consideration of our time, please only include your photo and a brief message including your full name. You can write simply:
”Hello Paperslip, attached is my photo for the project.
Sincerely (Your First and Last Name).”
Please note that we will NOT be including any identifying text with the photos, such as your name or location. This is both for the sake of privacy and to save time.
