English speaking Korean Adoptee TRC 3 applicants must BOTH complete the English application form in English, AND HAND SIGN the Korean application form. BOTH forms must be submitted to TRC 3.

Korean Adoptees do
NOT have to complete the Korean form, but they DO have to HAND SIGN it, since it's the only form that carries legal weight. 

Ideally,
BOTH the completed ENGLISH application AND the signed only KOREAN application would be submitted to TRC 3 via a Korean Consulate / Embassy in your home country or through email.
