A reminder of what could be lost during the upcoming “disinfection” of former Korean Adoption Agency files at NCRC, in advance of their transfer to the National Archives.

We have been warning Adoptees about the possible upcoming SECOND transfer of ALL former Korean Adoption Agency files — this time, from NCRC’s Temporary Storage Facility in Goyang, Gyeonggi-do to the Seongam Branch of the National Archives — for over a year. We were right to urge Adoptees to submit a Petition for Adoption Information Disclosure request to NCRC in Spring 2026.

We do not currently know how Adoptees’ scheduled visits to NCRC in October, November, and December 2026 may be impacted by preparations for the coming SECOND transfer of ALL former Korean Adoption Agency files. We also do not know how Adoptees’ Petition for Adoption Information Disclosure requests to NCRC may be impacted going forward.

We also anticipate that at least some files may be damaged by NCRC’s plan to chemically disinfect files in preparation for their transfer to the Seongam Branch of the National Archives. An NCRC whistleblower warned about this around one year ago.

Some Adoptee (and non-Adoptee) activists pushed for the transfer of ALL former Korean Adoption Agency files from NCRC’s Temporary Storage Facility in Goyang, Gyeonggi-do to the Seongam Branch of the National Archives.

Now, Adoptees are getting that transfer — just in time for IKAA, when hundreds of Korean Adoptees will be in town for this once every three year Adoptee conference.

It remains to be seen how Adoptees’ scheduled appointments with NCRC in October, November, and December 2026 may be impacted. It also remains to be seen how NCRC will handle Adoptees’ Petition for Adoption Information Disclosure requests during this time, and going forward into the future. The transfer will begin in November and December 2026, according to the S. Korean Ministry of Health and Welfare.
