Welcome to the Uncanny Valley: Paperslip’s first foray into AI video creation.
If AI is going to kill us all, we may as well put it to use? Yeah?
Anway, enjoy this first AI video announcement, about how to submit your Petition for Adoption Information Disclosure request to NCRC!
Please note that due to the upcoming November / December 2026 transfer of ALL former Korean Adoption Agency files from NCRC’s Temporary Storage Facility to the (presumed Seongam Branch of) the National Archives, these procedures may change in the future. Stay tuned to our Paperslip Blog for updates!

VIDEO TEXT and LINKS:
Hello! I am a considerably more attractive avatar for Paperslip.org’s middle-aged co-founder, who is rather camera shy, and also, has a boring, regular American accent. Please note that while this message is geared toward Korea Social Service (KSS) Adoptees specifically, this message broadly applies to ALL Korean Adoptees. Hopefully my exotic, vaguely European accent will lull you into requesting your former Korea Social Service adoption file from NCRC soon! KSS Adoptees are now able to obtain considerably more information from NCRC than they previously were able to obtain directly from KSS. However, please note that any birth parent information will still be redacted in the copy of your KSS file which you will receive from NCRC, once NCRC fulfills your Petition for Adoption Information Disclosure request, which you can currently submit through the KAS website. This video is intended to give an overview of the basic process for how to submit a Petition for Adoption Information Disclosure request to NCRC via the KAS website.
For step by step instructions, which are too detailed to describe ini full here, please visit the page on Paperslip titled:

FAQ + SITE NAVIGATION.
You can find a link in the video description which is included in this post.
You will need to create a login for the NCRC / KAS website first.
Then, simply follow our online guide for completing the form. It should not take you long.
Before you submit your form, you will need to scan the photo page of your current passport or driver's license. You will upload this with your Petition for Adoption Information Disclosure request. You will also need to complete an optional Adoptive Parent permission form if you do not want NCRC to redact information pertaining to your adoptive parents in your former KSS adoption file, a copy of which NCRC will provide you upon completion of your request. Please note that this adoptive parent information in your file is not generally relevant to a birth family search for Korean parents by NCRC. So if you do not complete this separate Adoptive Parent permission form, it's not usually a big deal. You can submit your Petition for Adoption Information Disclosure request to NCRC without it, and that's fine.
Please bear in mind that your NCRC request may take between 5 months to one year for NCRC to fulfill. NCRC will not notify you when your documents are online. You must simply check back often for updates. Recently, NCRC has onboarded more workers, so hopefully the process will go a little faster.
You will also need to hand sign, scan, and upload your completed Petition for Adoption Information Disclosure request to the KAS website.
If you have any issues with creating a login or submitting your request, please contact NCRC, which has an English telephone line. Please bear in mind that NCRC is based in Seoul, South Korea, and NCRC will only be open during regular business hours Monday through Friday, Korea time.
There are further instructions for making an appointment at NCRC, which are also linked in this post. Please note that NCRC currently has two locations, it's Temporary Storage Facility, and it's Main Office in Seoul. You can currently only VIEW your file at NCRC's Temporary Storage Facility, but this will change when the files are transferred to the National Archives. You can currently only get a COPY of your file at NCRC's Main Office in Seoul.
Please be advised that ALL former Korean Adoption Agency documents will be transferred to the National Archives, presumably the Seongam branch of the National Archives, starting in November and December 2026. The files will be disinfected for bugs starting in October 2026. We currently do not know how this may impact Adoptees with scheduled appointments at NCRC’s two locations in this time period. If you have questions, please contact NCRC.
Adoptees who would like additional one on one help are encouraged to contact us regarding a private consultation.
Good luck with your NCRC request!
