I completed an online Petition for Adoption Information Disclosure in Feburary 2026, in advance of a planned March 2026 visit to NCRC’s Temporary Storage Facility in Goyang, Gyeonggi-do to VIEW my KSS adoption file — which, along with all former Korean Adoption Agency files, is housed there (at least for now).

I also wanted to obtain a digital scan of my file from NCRC’s Main Office in Seoul.

If you want to go through the same process, you must complete your own “Petition for Adoption Information Disclosure” through NCRC via the KAS website. Please see guidance for this process in the links below.

Please note you do NOT have to visit NCRC’s Temporary Storage Facility in person — you can simply request your file online.

Please note that you will of course get much faster service if you go to Korea in person. If you do everything online only, expect around a 5-6 month wait time, at least, for fulfillment of your requests.

Please note that if you plan to visit NCRC’s Temporary Storage Facility in Goyang, Gyeonggi-do in person, you are allowed to take a translator with you, or friends / family. NCRC’s Temporary Storage Facility allows up to 2-3 people to accompany you into their one file review room. NCRC’s Temporary Storage Facility meets with Adoptees just 3 times per day, 3 times per week.

SUMMER and October 2026 will be peak times for Adoptees to be in Korea, so it will be a little like booking concert tickets to visit NCRC’s Temporary Storage Facility in person during these times. You can book up to around 2-3 months in advance for an in person visit to NCRC.

There are MANY interrelated things to understand about the NCRC process, so please be sure to read the related links at the bottom of this page IF you plan to submit your own “Petition for Adoption Information Disclosure” through NCRC via the KAS website.

Please note that in my case, I wanted to both VIEW my former Korean Adoption Agency file (in my case, KSS) IN PERSON at NCRC’s Temporary Storage Facility in Goyang, Gyeonggi-do AND to receive an Electronic File (PDF scan of my file) from NCRC’s Main Office in Seoul, so I selected those options accordingly. Please be advised that NCRC has TWO locations. Please be sure to read the links below to understand all of this, BEFORE you fill out your own “Petition for Adoption Information Disclosure” through NCRC via the KAS website.

Please note that “Information & Communication Network” is EMAIL.

“Mail” is SNAIL MAIL! Do not select “Mail” unless you really want this option!

You can insert a digital signature at the bottom of the form. You will be prompted how to do this when you fill out your form online.

There is no associated fee. You do NOT have to fill out anything at the bottom of the form.

It is definitely worth it to submit a Petition for Adoption Information Disclosure request to NCRC. It is best to visit in person if possible.
