TRC 3 Releases English Application, Guide, and Poster. Submissions for TRC 3 will be accepted through Korean Embassies / Consulates or through email from Feb. 26th, 2026-Feb. 25th, 2028.
We are the first to report the good news that TRC 3 has released its ENGLISH application form, Guide (for completing the application and providing supplemental documents), and a poster.
Please read this entire page for IMPORTANT information about submitting your case to TRC 3 INDEPENDENTLY!

IMPORTANT PAPERSLIP NOTE:
For those who plan to submit their cases to TRC 3 INDEPENDENTLY of any groups — which we highly recommend — please be sure to read ALL of the IMPORTANT related links below BEFORE you submit your case to TRC 3.
Please note that there will be a 2 year submission period from February 26th, 2026 - February 25th, 2028 — followed by a 2 year investigation period. Not all cases submitted will be accepted by TRC 3.
If you DO NOT understand key aspects of the process, your submission will likely FAIL. Please take your time to understand the entire process BEFORE you submit your case to TRC 3!
Additionally there is IMPORTANT information you need to read regarding REMAINING CONTACTABLE at the SAME personal email address and phone number from 2026-2030 — if your case is accepted, and you do NOT remain contactable for at least 4 years, you could hold back the entire process for EVERYONE!

Please Note: Two of the documents which can be downloaded are in .HWP format, which is a Korean document format (or at least, a format not commonly used in the US). You may need to use an HWP to PDF converter such as this one (there are many FREE ones online) to convert the HWP format documents to PDF.
For your convenience, we have already converted the two HWP documents from the TRC 3 link above to PDF format below. Please note that we did this conversion on February 23rd, 2026, and take NO RESPONSIBILITY if the documents were converted in error, or if TRC 3 updates its forms without notice. If you are more comfortable doing so, please feel free to convert the two original HWP forms YOURSELF to PDF format! Please note that there is also a PDF document to download from the TRC 3 website. We have included ALL 3 documents in PDF format below as a BACKUP. Use these documents at your own discretion — please refer to the TRC 3 website as your essential and original guide. However, please be sure to also read the IMPORTANT information we have provided below BEFORE you submit your case to TRC 3!

Also, please note that the TRC 3 PDF document titled “Application for Truth Investigation, etc.” linked above includes documents not only for TRC 3 applicants, but also for Korean Embassy purposes — therefore, pay close attention to the information which is and is not part of the actual application form for Adoptees (or other applicants).
For those who plan to submit their cases to TRC 3 INDEPENDENTLY — which we highly recommend — please be sure to read the IMPORTANT related links below BEFORE you submit your case to TRC 3.
*Please be advised that there are inherent PRIVACY concerns anytime you share sensitive, private adoption documents with ANYONE. The TRC 3 process offers NO guarantee of data privacy, and Adoptees should be aware of the fact that TRC 3 does not yet and may never have an adequate records management system, per this article in the Korean publication “The Hankyoreh”:
The Hankyoreh Article: “Records Experts: ‘A Records Management Division Must Be Established in the 3rd Truth and Reconciliation Commission’”.
Especially if you are a U.S. Korean Adoptee, please carefully consider if NOW is the best time to share your sensitive, private adoption documents with ANYONE — whether that be with a representative “Korean Rights” group or with the TRC 3 itself.
Given that TRC 3 will NOT accept all cases submitted to them, we do not advise that you submit ALL of your adoption paperwork as part of your initial submission. Submit the documents which you feel are the most important to support your case. However, we STRONGLY recommend that you redact any sensitive, private information — such as your A (Alien Number), and any other personal information which you do not wish to share. IF your case is accepted by TRC 3, you can always submit more documents later to investigators. We do NOT think you should send ALL of your unredacted adoption documents as part of the initial application process! We think it’s only prudent to REDACT private, sensitive data before sharing your adoption documents with ANYONE!
Please take your time to CAREFULLY prepare your submission and to UNDERSTAND the process before proceeding. Otherwise, your case could be REJECTED, and you could also hold the ENTIRE process back for EVERYONE if you do NOT remain CONTACTABLE at the SAME PERSONAL email and phone number from 2026-2030!
